Procedures to follow when inquiring about a Building Permit for ANY new
construction of ANY building or an addition or alteration to an existing building.
1st Call Brad Smrcina, Town of Franklin Building Inspector (608) 799-6229, to review what your
potential project is and to determine if a Uniform Dwelling Code Building Permit is required or if
the Town of Franklin Permit is required or BOTH.
NOTE: The Uniform Dwelling Code Building Permit allows you to build your new home, the
Town of Franklin Permit does not.
2nd Contact the Town of Franklin Clerk to inform and review your potential project.
3rd If you are building a new home, addition, any development, call the Vernon County Sanitarian (608) 637-5270. They will inform you of what they need to issue you a County Sanitary Permit. NOTE: This Permit MUST be issued by the County before Brad can issue you a UDC Building Permit, PER STATE STATUES.
4th Any building site or driveway improvements within 300' of a water source (pond, lake, stream, intermittent streams) may be subject to floodplain zoning and require a Land Use Permit. Please Contact Vernon County Zoning at 608-637-5270
Examples of when a UDC Building Permit is required:
* If a NEW dwelling a UDC Building Permit IS required.
* If an addition or alteration to an existing dwelling a UDC Building Permit MAY or MAY NOT be
required.
* If a new pole barn, garage, shed or ANY structure that will be used to live in (sleep overnight
in at least 1 night a year) it is a dwelling and a UDC Building Permit IS required.
* If a cabin, Amish cabin, hunting cabin, etc. a UDC Building Permit IS required.
* If a non-dwelling (example: a barn that had cows in it is to be changed into a dwelling), this is
a "Change Use" of a structure and is looked at as a NEW dwelling and DOES require a UDC
Building Permit.
* If a used home is moved to a new site, this is an existing home and anything done to the
home at the new site is considered an addition or alteration to an existing home. This MAY or
MAY NOT require a UDC Building Permit. ALSO contact the Vernon County Sanitarian as a new
or reconnect Sanitary Permit may be required.
